NPS Leeds, part of Norse Group, was appointed to deliver a comprehensive design and technical consultancy service for the refurbishment of four 1960s high-rise residential tower blocks in Leeds. Providing architecture, structural engineering, mechanical and electrical engineering, M&E inspection, and NEC Supervisor services, the team supported the project from design through to delivery.
The works centred on the installation of external wall insulation (EWI) to three tower blocks at Lovell Park and one at Moor Grange Court. Alongside the EWI works, concrete repairs were carried out to the existing building fabric, apartment ventilation systems were upgraded, and new entrance extensions were constructed at each of the Lovell Park towers. At Moor Grange Court, the reception and lift lobbies were refurbished.
Improving homes through retrofit
The new cladding provided an opportunity to transform the appearance of the buildings, introducing a modern façade with coloured render and new signage while significantly improving thermal performance. The enhanced insulation has made the homes more energy efficient, helping to reduce heating costs for tenants and improve year-round comfort.
The external wall insulation was designed and installed in accordance with the PAS 2035 standard, the recognised framework for domestic retrofit projects, and registered with TrustMark to ensure the highest standards of quality and compliance. By delivering improvements in line with PAS 2035, the project supports wider decarbonisation objectives and contributes to the transition towards net zero, creating long-term social value alongside immediate benefits for residents.
Overcoming delivery challenges
As PAS 2035 had only recently been introduced in 2019, its implementation was still relatively new when the project began in 2021, presenting a number of technical and coordination challenges.
To ensure full compliance, the project team worked closely with a PAS 2035-trained retrofit specialist from another Norse Group joint venture during the early stages of the project and appointed a Retrofit Consultant on behalf of Leeds City Council to oversee the PAS 2035 requirements throughout the programme.
The project reached successful completion in July 2024, leaving a lasting legacy through improved building performance, reduced energy demand and enhanced living environments for tenants.
