Supporting Staffordshire Moorlands District Council to maximise DFG funding and deliver better outcomes for residents.
Disabled Facilities Grant delivery
Client: Staffordshire Moorlands District Council
Project overview
Maximising funding and improving delivery
Since April 2023, Norse Group has worked with Staffordshire Moorlands District Council to deliver adaptations funded by the Disabled Facilities Grant (DFG) for residents.
A key focus has been increasing awareness of available funding and helping residents navigate what can often be a complex process. In the first year, Norse Group supported Staffordshire Moorlands District Council to deliver over £2 million of DFG-funded adaptations.
The end-to-end service helps turn allocated funding into completed adaptations while reducing pressure on council teams. From assessment and design through to delivery, certification and aftercare, we manage the process, helping keep cases moving and supporting timely, compliant delivery.
Delivering results
During FY 2023/24, Norse worked through an inherited backlog of 82 cases while receiving 279 new cases. In total, 287 cases were completed, with a further 74 in progress. This included 28 cases completed during April 2024 alone.
Quality and performance are supported through regular assurance processes. The first service audit was completed in February 2024, alongside post-installation inspections and customer satisfaction surveys, with the team receiving 32 customer compliments.
Robust governance and commissioning arrangements provide the council with greater visibility, transparency and strategic oversight of service delivery. The service also draws on Norse’s established experience delivering DFG services within local authority joint venture environments, bringing proven expertise, best practice and innovation to Staffordshire Moorlands.
Creating efficiency and value
The majority of adaptation works were delivered through our in-house team, reducing reliance on subcontractors and helping improve programme control, consistency and value for money.
Where possible, the team also leveraged expertise from the wider Group for opportunities to share resources and services. Centralised procurement and established supplier relationships further helped secure competitive pricing for specialist equipment and adaptations.
Supporting residents to live independently
Alongside our in-house technicians and delivery team, we recruited dedicated Occupational Therapists and Case Workers to support residents throughout their adaptation journey, from initial assessment through to completion.
To date, we have delivered a wide range of adaptations, including level-access showers, wet rooms, stairlifts, ramps, through-floor lifts, wash and dry toilets, kitchen adaptations and more complex building works.
By making homes safer and more accessible, the service helps residents remain independent at home for longer, while reducing future demand on local authority care services.
