Who should attend?
The Equipment Operators Registration Scheme (EORS) was developed and is managed by the Highways and Construction Training Association to provide a training and assessment service recognised by Highways England and local authorities to test the competency of Plant Operatives.
It was designed for local authorities, term maintenance contractors, groundworks contractors, civil engineering contractors, professional plant operators, land owners and landscape gardeners.
Is any previous training necessary?
Fast Lane Training Services (FLTS) strongly recommends that those with limited or no experience book the ‘Training and Assessment’ package.
Candidates may undergo direct assessment where they feel they can meet the Standards without any further training; FLTS do not advise this for candidates that do not already hold the relevant EORS units.

Assessment and registration
Qualified Assessors carry out assessments to the Standards set out by HCTA. Please note that candidates must have completed a CSCS, OPERC or ECS Health & Safety test within the preceding two years at the date of assessment (please see ‘Important information’).
Upon successful completion of assessment, the candidate will be placed on the national EORS register and provided with an identification card, which indicates units they have gained within the scheme and the expiry date.
Registration of candidates will be valid for a maximum period of five years from the date of assessment. Re-registration is by complete re-assessment for the units held. Candidates may add other units as necessary at any time and a new identification card issued.

Important information
Health and Safety test: If you have completed a CSCS, OPERC or ECS health and safety test within the two years prior to your assessment date, you must bring a copy of the certificate to training – assessment will not take place without this evidence. If you have not completed any of these health and safety tests within the two years preceding your assessment, or you are unable to provide evidence that you have at the point of course/assessment attendance, then you will be able to complete the HCTA EORS health and safety test (included within the course fee) or the Off-highway Plant and Equipment Research Centre (OPERC) health and safety test (at an additional £25 fee). Assessment will not take place until either proof of current health and safety certificate is produced, or you take the test at the time of attendance.
CITB CPCS Scheme: We do not provide training or assessment under the CITB CPCS Scheme. There is no automatic transfer to EORS from other schemes or vice versa (eg EORS categories are not transferrable to CITB CPCS Scheme).

The H&CTA Light Plant Operators Registration Scheme is designed to provide a flexible way for operators of Light Plant to have their competencies confirmed through formal assessment.
It was designed for local authorities, streetworks contractors, grounds maintenance contractors, civil engineering contractors, and owners and landscape gardeners.
