New report reveals opportunities and risks in reshaping local government
The Institute for Government, supported by Norse Group, has published an insightful new report, ‘Reorganising district councils and local public services‘.
The publication explores the government’s ambitious programme of local government reorganisation (LGR), which will see county, district and some unitary councils replaced with a single tier of local government across England. Affecting around 41% of the population, it marks the most significant restructuring in nearly 30 years.
While the reforms are designed to simplify structures, cut duplication, and channel more resources to frontline services, the Institute warns that success will depend on strong leadership, clear planning and sustained effort long after the transition begins. Councils already under pressure must ensure services remain fair, visible and resilient through this complex change.
Underpinned by detailed research by Matthew Fright, Senior Researcher at the Institute for Government, ‘Reorganising district councils and local public services’ draws on interviews with senior decision makers who navigated previous reorganisations in Cumbria, North Yorkshire and Northamptonshire.
Importantly, the report sets out clear recommendations: local government must create the right preconditions for success by embedding effective operational structures, supporting employees, tailoring transformation strategies to local contexts, and maintaining visible services such as waste collection and housing without disruption. It also urges central government to provide clear guidance, strengthen capacity, and learn lessons from past reforms to support the sector through this change.
