12D Sector Scheme for installing, maintaining and removing temporary traffic management on rural and urban roads
Fast Lane Training Services offer courses under the National Highways Sector Scheme “12D Installing, Maintaining and Removing Temporary Traffic Management on Rural and Urban Road”. The awarding body for these courses are Lantra Awards. Sector Schemes are quality management schemes designed to ensure a suitably trained and skilled workforce in the industry. The schemes specify the training that candidates must have to ensure that they can work safely and to the highest standard in traffic management in the United Kingdom.
In addition to the NHSS 12D courses, we offer the “Traffic Management for Community Events” course (also certificated by Lantra), and a bespoke training/briefing package (certificated by Fast Lane Training Services).
All our Traffic Management courses can be held at our own centre in Norfolk or at a client’s own location; we have delivered these courses all over the UK including Suffolk, Lincolnshire, Northamptonshire, East Sussex and Hertfordshire.
Why has this course been developed?
The police will no longer take responsibility for traffic management at pre-planned events until they are of national significance or area a potential risk to public safety. This training course has been developed by Lantra, in partnership with Cormac Solutions Ltd, to provide event organisers with the knowledge required to create a Traffic Management Plan and an understanding of issues affecting traffic, pedestrian and event staff safety.
Target audience
This training is aimed at event organisers or individuals that have responsibly for Traffic Management of organised events working in conjunction with local Highway Authority, the police and other authorities and persons as appropriate. The course would also benefit Highway Authority staff involved in the organisation or approval of community events.
This course is intended for Event Stewards whose duties may include guiding vehicles, maintaining emergency routes, erecting signs and notices, dealing with pedestrian control etc.
The course is not intended for Traffic Marshalls who are appointed and accredited by the Police to deal with more complex traffic management issues at major events.
Training objectives
At the end of the course learners will:
Be aware of current legislation and its requirements
Understand the application process and costs involved
Be able to devise a Traffic Management Plan
Be able to identify typical hazards and appropriate control measures related to the activity
Have an understanding of basic traffic management requirements affecting highway users and event staff
Demonstrate by examination sufficient knowledge to be accredited as a steward for this activity

All persons starting work for the first time in the temporary traffic management industry, and those persons that do not hold any current NHSS 12ABCD registration cards. (NHSS 12D T7 skills cards are excluded). The TTMBC course is a pre-requisite to undertaking the NHSS 12D T1/M1 course.

The different types of roads across the UK road network
Different types of vehicles used in TTM and where they are used

The safe way to enter/exit a site
Which roads / works are covered by which NHSS document
In addition, course learners will understand:
The variety of TTM equipment and the basic principles of its use
How to deal with accidents and emergencies within the works area
Crossing the carriageway HSE CIS53
The different terminology used in the TTM industry in relation to different roads
The environment where learners are expected to work
The process(es) required to become a qualified Operative and obtain a skills registration card, plus ongoing training to Supervisor level
The quality assurance process and NHSS documents
What constitutes a safety zone

The Temporary Traffic Management Basic Course (TTMBC) will need to be completed before the NHSS 12D M1 course can be taken, unless a current NHSS 12 card (excluding M7) is held.
We offer the TTMBC as standalone course (see relevant section) or as combined training package of TTMBC with T1/M1 – see duration and fees below.

0.5 day to complete T1 training (Full Award M1) only, or a full day to complete combined training package TTMBC followed by T1 training (Full Award M1)

On completion of this course candidates should:
Understand the aims and principles of the National Highway Sector Schemes
Have an awareness of traffic management health and safety issues
Appreciate the different sources of information regarding traffic management and in particular understand the key issues and differences between Chapter 8 and the Code of Practice (Red Book)
Understand the risk assessment process and how to apply it to traffic management
Have an understanding of the role of the RLTMO and have demonstrated the ability to assess the suitability of equipment, to monitor the changing conditions on site, and recommend appropriate remedial action as necessary
Be able to ascertain when management intervention is required
Be aware of the requirements of non-motorised road users Be prepared to undertake assessments to demonstrate an ability to implement, maintain and remove safely traffic control and convoy systems
Pre-requisites and restrictions
The learner must have achieved 12D M2 status before undertaking the T6 training course.
On completion, learners will be deemed competent to oversee M1/M2 work situations. They will be able to oversee other works situations where they themselves have achieved competency (ie M3, M4, M5). The T6 training course cannot be used to renew an expired M1/M2 skills registration as to undertake T6 training or to retain M6 status, the operative must maintain their M2 status (an in date M2 skills registration card).

Following completion of the 12D T6 training course the learner can obtain Registered Traffic Management Operatives (RTMO) by completing an end of course test paper as prescribed in the Sector Scheme Document 12D.

Important information (existing qualification holders)
The T6 training course cannot be used to renew an expired M1/M2 skills registration as to undertake T6 training or to retain M6 status, the operative must maintain their M2 status (an in date M2 skills registration card)
Target audience
12D M7 is targeted at all levels of management, client officers, technicians and any person not actually installing Temporary Traffic Management (TTM), but requiring a knowledge of basic practice of TTM on urban and rural roads.
It is a mandatory requirement for technical officers under the NHSS12D requirements.
Training objectives
On completion of this course candidates should:
Have a working knowledge of national highway sector schemes
Have an awareness of traffic management health and safety issues
Interpret the requirements of ‘The Safety at Street Works and Road Works, A Code of Practice (The Red Book)’ and further guidance from ‘The Traffic Signs Manual, Chapter 8’
Consider all options available to determine the level and extent of the TTM required
Demonstrate knowledge of the site risk assessment process
Have the ability to assess and determine temporary traffic layout required for a given work location, activity or operation
Understand the standard of equipment that is acceptable to use
Realise the implications of changing conditions on site
Have the confidence to liaise with site staff for appropriate remedial actions
Have the ability to confirm suitability of TTM plans prior to work starting on site
Be aware of the requirements of non-motorised road users
Be aware of the requirements of convoy working

On-site assessments are not required for Award M7. Candidates complete the full award by attending the two-day course and successfully passing the multiple choice examination paper.
Refresher (existing qualification holders)
Due to changes in the code of practice and other documentation it is necessary to successfully complete the revised (full) T7 training course to demonstrate up to date knowledge of new requirements.
For full awards M2, M3, M4 and M5 – following completion of the relevant training module (T), the learner will need to undertake a set of on and off site assessments to obtain the full category. The assessments must be completed within a two year period starting from the date of passing the training module (T).
Assessments: £175 per person, per assessment (or “closed” £350 for 0.5 day covering a maximum of x3 candidates – x1 assessment each, or £650 for 1-day covering a maximum x6 candidates – x1 assessment each).
